CARLAT Petroleum LLC (CARLAT) is a fuel-bunkering company which was established in 2008 by Canadian-born, Anil Ramasar. Prior to establishing
CARLAT Mr. Ramasar gained over 16 years’ experience in the Transportation and Logistics Industry.
With registered offices in the United States of America and Canada, the Company provides professional and reliable bunkering services throughout Latin America and the Caribbean.

From inception, CARLAT sold and transported Petroleum and Petroleum Products (primarily diesel) for bunkering. The Company also purchased, sold and transported lubricating oil in bulk to various destinations.
As CARLAT expands its distribution chain, the Company is registered as a licensed importer/bunker in Guyana and its territorial waters. The country will be serviced by Trillium Energy Inc., a subsidiary of CARLAT.

Commitment

Our environment and clients demand that we provide low sulphur petroleum products. For this reason, over the last few years, to decrease our carbon footprint, we have moved to concentrating on providing Low and Ultra Low Sulphur Fuels in both the Diesel and HSFO markets.
We have designed and implemented bunkering best practices checklists which comply with the markets we serve. Spill-prevention is a key focus for our inspectors who have conducted and observed thousands of bunkering operations and reviewed many vessel oil transfer/bunkering procedures.
CARLAT has created a spill prevention mindset during your bunkering operations, which are aligned with the vessels’ procedures and oiltransfer requirements. 

OUR MARKETS

Our primary markets are the Caribbean, Latin America, French Guyana, Suriname and Brazil. We are continuously seeking to develop new markets and form valuable relationships with potential partners.

2008/Ongoing:

Taiwanese fishing fleet of over 40 vessels.
Trinidad to Brazil for their migratory fishing fleet.
Trinidad to Tobago’s main ports (Pointe-A-Pierre, Port-of-Spain, Scarborough).

2010/Ongoing:

Transport fuel from South America/Caribbean to the ports of (Barahona until 2014) and Puerta Plata Dominican Republic, St. Lucia, the British Virgin Islands (BVI) Tortola, Suriname and Guyana. In Suriname, we concentrate on delivering fuel to the interior delivering to a large Storage Facility in Moengo for the mining sector and lumber industry.

2018/Ongoing:

Providing USLD fuels offshore Trinidad and in the Guyana Basin. We have been providing fuels to the licensed importers in Guyana, offshore Guyana and we have recently acquired our own licenses to import and bunker fuels in Guyana and its territorial waters.

2023/Ongoing:

We have providing fuels to the licensed to import and bunkers fuels in Colombia-Barranquilla Refinery.

OUR OPERATIONS

During our operation, fuels are sourced, surveyed and purchased. Once aboard our vessel, we move the product, to be delivered to areas that are requested or most needed.

At CARLAT we are cognizant of the fluctuating and volatile prices in the energy markets. In order to mitigate the risk of
unexpected increases in fuel costs, we work closely with our suppliers and customers, using the most stringent methods for
negotiating competitive and stabilized agreements, monitoring the market and predicting the changes.

OUR FLEET

We have always maintained that vessel ownership is a major factor in keeping costs down, allowing us to be most competitive in our markets.
We have found that these markets are very volatile at times, so we have downsized our fleet of vessels include two (2) offshore supply vessels with a combined capacity of 520,000 US gallons and FPSO Barge that has a storage capacity of 10,000 barrels.
